Payroll/Accounts Payable Specialist

Job Description:

GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs a variety of accounting tasks including but not limited to processing accounts payable, purchasing, as well as preparing and processing payroll. Work is performed under the general supervision of the Finance Specialist.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

To perform clerical accounting work of average difficulty; to process accounts payable purchasing and payroll, and to perform related work as required, but not limited to:
• Processes payments and documents such as invoices, and employee reimbursements;
• Maintains vendor records and performs annual 1099 reporting;
• Obtains purchased items by forwarding approved orders from purchase requisitions to vendors;
• Monitors orders and verify receipt of items by comparing items received to items ordered;
• Resolves shipment errors with suppliers;
• Utilizes eVA, Virginia’s eProcurement Marketplace, as a purchasing resource;
• Calculates rates paid for purchases and all price extensions;
• Verifies items billed against items ordered and received and reconciles differences through follow-up with the vendor and;/or other employees;
• Enters, updates, and/or retrieves accounting data from automated systems;
• Posts financial data to appropriate accounts in an automated accounting system;
• Communicates potential problems/trends to the Finance Manager;
• Retro-active pay calculations;
• Processes payroll;
• Reviews all timesheets;
• Prepares payroll tax payments;
• Maintains payroll reporting records;
• Calculates and processes all payroll garnishments;
• Advises supervisor of necessary payroll adjustments;
• Stays abreast with payroll-related federal and state law and regulation changes;
• Enters all invoices into the accounting system for payment processing via both check and ACH;
• Forwards all checks to the Finance Manager for review prior to signature;
• Maintains the inventory of office supplies and employee uniform stock;
• Assists with budget and audit preparation as assigned;
• Acts as back-up to the Inmate Accounts Clerk;
• Keeps information accessible by sorting and filing documents;
• Performs related tasks as required;
• Performs all duties in accordance with RSW Policy and Procedures, Virginia Department of Corrections standards, PREA standards, and all regulations as directed;
• Performs all duties in compliance with all Federal, State, and Local Laws.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to reconcile expenditures, and compile reports, compare data from a variety of sources for accuracy and completeness, detect errors, understand and apply current accounting guidelines, system updates and revisions, and policy changes and the ability to follow, apply, interpret, and explain instructions and/or guidelines. Knowledge of accounting and bookkeeping terminology and practices, automated accounting systems, spreadsheets and database software, general record keeping and filing systems and knowledge of basic mathematics.

EDUCATION AND EXPERIENCE:

Requires any combination of education and experience equivalent to a High School Diploma and six years job-related experience. Possess a Driver’s License valid to operate a motor vehicle in Virginia. Experience in local government finance or purchasing is preferred but not required.

PHYSICAL REQUIREMENTS:

This is sedentary work requiring the exertions of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally; work requires reaching, typing and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, and determining the accuracy and thoroughness of work the worker is not subject to adverse environmental conditions.
