Control Room Officer

Job Description:

GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs professional difficult level correctional work involved in the supervision of criminal and sometimes violent offenders remanded to the custody of RSW.  Operates the control rooms in alignment with RSW Regional Jail policies and procedures and performs clerical duties as assigned. Work is performed under the general supervision of the Captain of Security.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Manages, supervises, directs, and meets the needs of the adult population remanded to the custody of the RSW jail; enforces rules and regulations; prepares, reports, files, and maintains records.

  • Conducts necessary interviews and screenings of the public, volunteers, contractors, and staff requesting access to the facility;
  • Performs work related to ensuring safety and security and responds to emergencies;
  • Inspects all video cameras for clear imaging and proper functionality. Places a work order for any deficiencies that could not be corrected immediately;
  • Distributes, collects and inspects all issued equipment to include keys, radio, and naloxone. Places a work order for any deficiencies.
  • Investigates complaints and minor infractions by inmates;
  • Serves as a member of inmate disciplinary hearings;
  • Protects crime scenes;
  • Maintains accountability of all equipment and inmates assigned and conducts inventories and physical counts of persons, equipment and supplies;
  • Controls issue and removal of inmate property in the facility;
  • Conducts periodic checks via video recording systems and physical inspections of all RSW property both fixed and mobile to ensure the safety and security of the facility, staff, and inmates as well as maintaining a healthy environment, enforcing regulations, and removing prohibited items and contraband;
  • Inspects RSW security devices to include locks, keys, alarm systems, radio’s, furnishings, electronic systems, video recording systems and vehicles;
  • Takes immediate action on any potential security or safety issues and reports safety and security deficiencies to supervisors immediately;
  • Maintains activity logs and other records as directed;
  • Monitors inmate movement;
  • Escorts inmates as needed;
  • Provides indirect security and supervision for civilian staff and visitors inside and outside the facility;
  • Communicates with inmates and assists them with requests and necessary needs;
  • Distributes and collects cleaning and any other necessary items to inmates;
  • Applies use of force tactics as required in accordance with training and RSW policies and procedures;
  • Applies first responder technics including First Aid, CPR, and AED as needed;
  • Conducts all duties in accordance with policy, procedure, training, general practice, or legal directive from a superior officer;
  • Supervise inmate programs, work assignments, and activities;
  • Conducts physical searches in accordance with training and policy;
  • Reviews and properly responds to all written directives;
  • Supervises inmates in the presence of Kitchen staff, Medical staff, programs volunteers, Maintenance staff, and all others performing official duties;
  • Performs related tasks as required;
  • Performs all duties in accordance with RSW Policy and Procedures, Virginia Department of Corrections standards, PREA standards, and all regulations as directed;
  • Performs all duties in compliance with all Federal, State, and Local Laws;

 

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the principles, practices, and methods of duties and responsibilities of a jail officer in an adult correctional facility; ability to effectively communicate with a diverse population remanded to the RSW; working knowledge of the Virginia Department of Corrections minimum standards for local and regional jails; ability to maintain VADCJS Jail Officer certification; ability to operate technically complex security systems and equipment; ability to operate motorized equipment as assigned; ability to meet short and long term organizational goals and objectives; ability to effectively establish good working relationships with coworkers, external organizations, contacts, and the general public; ability to perform standard office practices, procedures, and use of office equipment; ability to effectively communicate with staff and a diverse population remanded to RSW; thorough knowledge of business English, spelling, and arithmetic; prepare accurate reports from file sources; ability to perform and organize work independently; ability to communicate effectively both orally and in writing in a highly interactive team-oriented work environment; ability to remain calm in emergency situations ability to effectively communicate using the English language; ability to perform and work effectively while supporting the goals, visions and directives of the RSW and the ability to establish and maintain First Aid, CPR and AED certifications.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school. Possess a Driver’s License valid to operate a motor vehicle in Virginia. Must be VADCJS Jail Officer/Deputy Certified or become certified within one year of employment. Experience in general office skills and record keeping, ability to effectively work with facility personnel; ability to effectively communicate with internal and external agencies using the English language, handwriting, and a computer.

PHYSICAL REQUIREMENTS:

Must be at least 18 years of age. This is medium to heavy work requiring the exertion of force including but not limited to, standing and walking for long periods of time, picking up and moving heavy objects, climbing stairs and ladders, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, multi-tasking, sitting, and repetitive motions; use of physical force and deployment of force equipment as needed; effective vocal communication, hearing and vision is required. Regular exposure to pre-trial and post-conviction inmates makes the position susceptible to violent and unpredictable behavior.
