Job Description:

GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs difficult professional and administrative work preparing, organizing and managing the functions of the RSW Budget, Inmate Accounts, Accounts Payable/Receivable, and Payroll. Responsible for all financial compliance and audits. Work is performed under general supervision of the Deputy Superintendent.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Coordinates the preparation of the annual operating budget; develops and analyzes revenue and expenditure projections; assists all sections with budget preparation; advises on budget matters; monitors budget operations; prepares and maintains budget records and files.
• Directs Oversight over the RSW Regional Jail’s financial records and related systems of internal controls, accounts payable, payroll process, preparation of the Annual Financial Report and other financial reports, and assist with the external audit of the financial records.
• Works with the Superintendent to prepare the annual operating and capital budgets, and budget projections, including long-range financial planning and debt service management for presentation to the RSW Authority or other designated committee as determined;
• Assists in the preparation of the bond rating presentations, financial documents, and related procedures associated with the issuance of debt;
• Liaison to Rappahannock, Shenandoah and Warren Counties on Budget matters;
• Advises Superintendent, Department Managers, and all other RSW staff on issues related to financial, payroll, and accounting policy and procedure;
• Develops and maintains policies and procedures for, financial systems and Inmate accounts;
• Monitors departmental budgets and performs internal controls over accounts payables;
• Prepares, analyzes, and reports on budget status to the RSW Authority Board;
• Compiles and reports monthly facility statistics to the RSW Authority Board;
• Monitors, reconciles, analyzes, and reports on budget activity and budget adjustments, budget appropriations, and reconciles for audit purposes;
• Participates in all audits of financial records;
• Identifies, maintains, and establishes contracts;
• Attends other conferences and meetings as needed and approved;
• Actively searches for and manages available grants and other funding opportunities:
• Prepares the Virginia Compensation Board budget and requests monthly reimbursements;
• Prepares, receives, and reviews all Request For Proposals (RFP’s) and Invitation to Bids (ITB’s);
• Manages and prepares billing invoices for facility bed rental contracts;
• Maintains all financial accounts;
• Manages the P-card program
• Acts as the Contract Manager for all goods and service contracts;
• Assists accountants/auditors with the preparation of the Comprehensive Annual Financial Report (CAFR);
• Assists the Human Resources/Benefits Manager, when needed, to prepare the agendas, minutes, and any other necessary documentation for the meetings of the RSW Authority and Finance and Personnel Committee and maintain up-to-date documentation on the agency website for the RSW Authority and Finance and Personnel Committee; • Performs related tasks as required;

• Performs all duties in accordance with RSW Policy and Procedures, Board of Local and Regional Jails standards, PREA standards, and all regulations as directed;

• Performs all duties in compliance with all Federal, State, and Local Laws.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the theories, principles, practices, and techniques of municipal accounting, finance, and budgeting; thorough knowledge of the state laws and local ordinances applicable to budget preparation, approval, and administration; thorough knowledge of data processing equipment, methods, and procedures; ability to analyze and develop budget estimates; ability to conduct detailed research and prepare reports and findings; ability to supervise and maintain effective working relationships with associates and the general public; ability to interact with other agencies and officials. Preferred working knowledge of Open RDA government solutions software as well as Virginia Compensation Board funding.

EDUCATION AND EXPERIENCE:

Bachelor’s degree or equivalent experience with a concentration in accounting. Possess a Driver’s License valid to operate a motor vehicle in Virginia. CPA license desired, or any combination of training and experience. A minimum of two (2) years of related experience preferably in Virginia local government and public finance administration. Experience must include knowledge of governmental accounting and financial controls. Experience in payroll, budget, accounts payable, financial reporting, debt management, data processing, forecasting, and local government financial administration are desirable.

PHYSICAL REQUIREMENTS:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
